About the honorary consulate in Sofia
Bulgarian citizens do not need a visa for short stays in Canada of up to six months (the exact length is set by the border authorities), according to the Bulgarian Ministry of Foreign Affairs; a valid passport is required. See the ministry’s visa table for Bulgarian citizens (in Bulgarian).
Which Canadian office issues passports and visas?
The Canadian Embassy in Bucharest (accredited to Bulgaria) is the place for passports and most consular matters; the honorary consul can advise but does not replace it.
Note: Canada has no resident embassy in Sofia; its embassy in Bucharest is accredited to Bulgaria.
What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Canada and approved by the host country. Depending on the powers granted, the honorary consul can help Canadian citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
