About the honorary consulate in Minsk
Minsk is in the city of Minsk.
Belarusian citizens with an ordinary passport do not need a visa for Oman for stays of up to 30 days, according to the Belarusian Foreign Ministry’s list of visa-free destinations. The ministry notes that the passport should be valid for at least six months beyond the planned departure and have two blank pages; the information is for guidance only and should be confirmed with the embassy. See the ministry’s list of visa-free destinations (in Russian).
Which Omani office issues passports and visas?
Binding consular acts – passports, visas, certificates – are the responsibility of the Omani embassy responsible for Belarus.
What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Oman and approved by the host country. Depending on the powers granted, the honorary consul can help Omani citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
