About the honorary consulate in Kyiv
The honorary consulate represents Benin in Kyiv. According to the Benin page of the Ministry of Foreign Affairs of Ukraine (Internet Archive copy of 11 August 2025), the honorary consul is Akhunu Viliam Edmond Dossa (Ukrainian spelling: Ахуну Вільям Едмонд Досса). Its consular district covers the whole of Ukraine. No opening hours are published; arrange a visit in advance. To do so, call +380 44 569 64 62 or e-mail beninintermarket@gmail.com.
The website of the Ministry of Foreign Affairs of Ukraine could not be opened directly in October 2026; the details above come from its Benin page as archived by the Internet Archive (11 August 2025). Check with the consulate before you rely on them.
The office is in the capital, Kyiv, about 29 km in a straight line from Boryspil International Airport. Ukraine’s airspace remains closed to civil flights, according to GOV.UK travel advice (October 2026).
Holders of ordinary Beninese passports need a visa for Ukraine, according to the Ministry of Foreign Affairs of Ukraine’s entry-regime table (as of 8 June 2023); applications are made through visa.mfa.gov.ua. Ukraine is not part of the Schengen area and applies its own visa rules.
Which Beninese office issues passports and visas?
Passports, visas and other formal consular services for Beninese citizens are handled by the Beninese embassy responsible for Ukraine.
Benin has no embassy in Ukraine, and the directory of the Ministry of Foreign Affairs of Ukraine (October 2026) names no Beninese embassy accredited to Ukraine; contact the honorary consulate for directions.
What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Benin and approved by the host country. Depending on the powers granted, the honorary consul can help Beninese citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
Other consulates and embassies in Kyiv

Martial law remains in force throughout Ukraine, according to GOV.UK travel advice. The honorary consulate may close on days set by its own government.

In Ukraine, dial 103 for an ambulance, 101 for the fire service and 102 for the police (GOV.UK travel advice). Ukrainian citizens who need help in Benin can contact the Ukrainian embassy accredited there (list of Ukrainian missions: mfa.gov.ua).
