About the honorary consulate in Belgrade

The honorary consulate represents Estonia in Serbia. According to the Diplomatic List of the Serbian Ministry of Foreign Affairs (29 September 2026), the post is held by Petar Rakočević (honorary consul; the list gives the date 27 May 2014). The ministry’s list gives the office hours as Monday to Friday 10:00–15:00. To check before a visit, call +381 63 285 646 or e-mail petar.rakocevic@gmail.com.

The office is in the capital, Belgrade, about 12 km in a straight line from Belgrade Nikola Tesla Airport.

Citizens of Estonia with ordinary passports do not need a visa for visits to Serbia of up to 90 days within a six-month period, according to the Serbian Ministry of Foreign Affairs’ visa regime page; a national identity card can also be used to enter. Serbia is not part of the Schengen area and applies its own visa rules.

Which Estonian office issues passports and visas?

Passports and other formal consular services for Estonian citizens are handled by the Estonian Embassy in Budapest (accredited to Serbia).

Estonia has no embassy in Serbia. According to the country page of the Serbian Ministry of Foreign Affairs, the Embassy of Estonia in Budapest (Hungary) covers Serbia.

What can an honorary consul do?

An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Estonia and approved by the host country. Depending on the powers granted, the honorary consul can help Estonian citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
