What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Lithuania and approved by the host country. Depending on the powers granted, the honorary consul can help Lithuanian citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
Closing days
Article 73 of the Labour Code of Ukraine lists nine public holidays, among them Christmas (25 December), Constitution Day (28 June) and Independence Day (24 August), but under martial law these are working days (Law No. 2136-IX, Article 6). Martial law remains in force throughout Ukraine, according to GOV.UK travel advice. The honorary consulate may close on Lithuania’s national day (16 February) and on other days set by its own government.
Emergency assistance
In Ukraine, dial 103 for an ambulance, 101 for the fire service and 102 for the police (GOV.UK travel advice). Ukrainian citizens who need help in Lithuania can contact the Embassy of Ukraine in Vilnius.
