What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Romania and approved by the host country. Depending on the powers granted, the honorary consul can help Romanian citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
Closing days
Montenegro’s non-working public holidays are New Year (1 and 2 January), Labour Day (1 and 2 May), Independence Day (21 and 22 May), Statehood Day (13 and 14 July) and Njegoš Day, the Montenegrin day of culture (13 and 14 November); the Day of the Ecological State (20 September) is a working day. If the first day of a holiday falls on a Sunday, the next two days are off; if the second day falls on a Sunday, the following Monday is off. The honorary consulate may also close on Romania’s national day (1 December).
