About the honorary consulate in Sofia
Bulgarian citizens do not need a visa for short stays in Uruguay of up to 90 days, according to the Bulgarian Ministry of Foreign Affairs; a valid passport is required. Source: Bulgarian Ministry of Foreign Affairs – visas for Bulgarian citizens (in Bulgarian).
Which Uruguayan office issues passports and visas?
Official documents for Uruguayan citizens are issued by the Uruguayan Embassy in Bucharest (accredited to Bulgaria); the honorary consulate can explain the procedure.
Note: Uruguay has no resident embassy in Sofia; its embassy in Bucharest is accredited to Bulgaria.
What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Uruguay and approved by the host country. Depending on the powers granted, the honorary consul can help Uruguayan citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
