About the Honorary Consulate of Germany in Ciudad del Este
The honorary consul is Karsten Friedrichsen, according to the German embassy’s website. The Paraguayan foreign ministry gives the address as the Edificio Artani in the Paraná Country Club, Hernandarias, next to Ciudad del Este. According to the same source, its consular district covers the departments of Alto Paraná, Caaguazú and Canindeyú. It can certify signatures and copies and issue consular certificates on request. Germany also has an honorary consulate in Encarnación and an honorary consulate in Neuland in Paraguay.

An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Germany and approved by the host country. Depending on the powers granted, the honorary consul can help German citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
