The Bulgarian Ministry of Foreign Affairs lists no phone number or e-mail address for this office, so contact the embassy first.
Which Estonian office issues passports and visas?
Official documents for Estonian citizens are issued by the Estonian Embassy in Bucharest (accredited to Bulgaria); the honorary consulate can explain the procedure.
Note: Estonia has no resident embassy in Sofia; its embassy in Bucharest is accredited to Bulgaria.
What can an honorary consul do?
An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Estonia and approved by the host country. Depending on the powers granted, the honorary consul can help Estonian citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
