Which Dutch office issues passports and visas?

Passports and other formal consular services for Dutch citizens are handled by the Dutch Embassy in Oslo (accredited to Iceland).

The Netherlands has no embassy in Iceland. According to the diplomatic list of the Icelandic Ministry for Foreign Affairs (April 2026), the mission accredited to Iceland is the Embassy of the Kingdom of the Netherlands in Oslo. It is headed by Goverdina Christina (Ines) Coppoolse (ambassador, credentials presented on 14 October 2024).

What can an honorary consul do?

An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by the Netherlands and approved by the host country. Depending on the powers granted, the honorary consul can help Dutch citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
