Holders of ordinary Dutch passports do not need a visa for stays of up to 90 days within any 180-day period in Ukraine, according to the Ministry of Foreign Affairs of Ukraine’s entry-regime table (as of 8 June 2023). Ukraine is not part of the Schengen area and applies its own visa rules.

Which Dutch office issues passports and visas?

Passports, visas and other formal consular services for Dutch citizens are handled by the Dutch Embassy in Kyiv.

The consul is reachable by e-mail only through the contact form on the embassy website, for non-consular enquiries; travel documents, visas and residence certificates are handled through NetherlandsWorldwide and the embassy.

What can an honorary consul do?

An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by the Netherlands and approved by the host country. Depending on the powers granted, the honorary consul can help Dutch citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
