About the honorary consulate in Minsk

The Belarusian Foreign Ministry’s handbook lists office hours (Monday and Wednesday 10:00–12:00); as honorary consuls work part-time, confirm before you go.

Minsk is in the city of Minsk.

Uruguay is not on the Belarusian Foreign Ministry’s list of visa-free destinations for Belarusian citizens, so a visa is normally required; the ministry asks travellers to check the entry rules with the embassy of the destination country before departure. Which Uruguayan office issues passports and visas?

Applications for Uruguayan passports, visas and official certificates are not processed here but by the Uruguayan embassy responsible for Belarus.

What can an honorary consul do?

An honorary consul is not a career diplomat but a local resident – often a business person or lawyer – appointed by Uruguay and approved by the host country. Depending on the powers granted, the honorary consul can help Uruguayan citizens in an emergency (lost passport, accident, arrest), pass on applications and documents to the embassy, and certify signatures or life certificates. Passports and visas are not issued by an honorary consulate; they remain the responsibility of the embassy or a career consulate.
